Research And Implementation Of The County Level Electronic Government Affairs Based On .NET Framework

E-government is a form of government administration which is adapted to the information age and is the key content of the modernization of the government administration. Promoting the e-government construction is an effective approach of strengthening government supervision and switching government function; an important measure of innovating government administrating means and enhancing government working efficiency; and a necessary choice of actualizing the publicity of government information and increasing the government service standard. Presently, the construction of e-government is developing rapidly. But, there appears a situation of information separation because the organizing frame of the government departments and the actual administrative system are usually separated in the process of actual operation in addition to the natural obturation of the information system and the imbalance of the finance standards of different places.Currently, only some big cities such as Beijing, Shanghai and Shenzhen have entered the mutual-acting phase, which means that part of the government affairs are dealt on line, while the operating situation of e-government in the counties remains on the simple unilateral phase. This paper focuses on the actual situation of the county level e-government in our country, summaries the experiences and lessons in the process of developing e-government. It explores the function and influence that e-government imposes on the economic and social development, and puts forward the basic principles and practical approaches to construct the county level e-government in China. In addition, this paper also researches on how to build a unified portal system, how to build a unified platform for the display and how to integrate the existing information systems.As a combination of theory and practice and starting from the connotation of e-government, this paper analyses the development situation of the county level e-government and discusses the county level e-government'status in the informationization of government affairs. According to the demand analysis of the county level e-government, the author of this paper designs the system in whole, the function models, and the data base, analyses the conformity plan of the system in detail, and discusses the security of the system in depth. This paper creates detailed designs for the county level office system, portal web system, on-line administrative examination and approval system and the county level NPC operation system by using the advanced .NET technology standards which support the XML standard and multiple back-end databases. The system adopts the resolving plan of three-tier system structure and builds B/S model on the Internet, which guarantees the powerfulness and the expandability of the system. Clients complete the information processing and inquiring through browser, and achieve the automatization of government operation and the informationization of government affairs, through which it can provide extensive, effective and individualized service for public and enterprises.
