Research On The Status Quo Of Government Service And The Strategy Of Improving The Ability Of County-level Coverged Media Center In Anhui Province

At the National Propaganda and Ideology Work Conference held from August 21 to 22,2018,General Secretary Xi Jinping pointed out that it is necessary to solidly grasp the construction of County-level Coverged Media Centers to better lead and serve the people.After more than a year of construction,the national County-level Coverged Media Centers have been taken onto the "fast track" at this stage.The degree of realization of government service functions depends on the capacity of government service.Therefore,the ability of County-level Coverged Media Centers to exert their government services is an important indicator for examining the achievements of County-level Coverged Media Centers.Anhui Province is located in the core area of the Yangtze River Delta,and its financial media has been developing by leaps and leaps,from representative paper media such as Anhui Daily and Xin 'an Evening News to the current financial media center technology platform "Dolphin Cloud".In recent years,The traditional media in Anhui province have been actively exploring and exploring the breakthrough in various ways.Therefore,this paper takes the county-level rong media center in Anhui Province as the research object.Through in-depth interview method,case analysis method,literature research method,and questionnaire survey method,combining New Public Service Theory,this paper studies the construction and development of the government service of Anhui County-level Coverged Media Centers.The County-level Coverged Media Centers in Feidong,Feixi,Lujiang,Suixi,Guoyang,Hanshan country "tailored" to carry out the government affairs service center,promote the construction of "news + government + service" model,to provide online government affairs,strengthen the interactions with the work,some results were obtained.At present,however,there are some problems in the county level media center in Anhui province,such as poor government service capacity,weak awareness of government service,lack of professionalism in government service,and difficulty in integrating government resources.The theory of new public service is "new" in three aspects.First,it is clear that the responsibility of the government is to provide services,rather than to steer the ship.The second is to clarify their role positioning is intermediary,coordinator,referee;Third,it is the participant who pursues public interests and assume responsibilities.The new public service theory reconstructs the government affairs service of the county financial media center,embodies the internal logic of the government affairs service in the three aspects of service subject,service concept and value orientation,and also provides the government affairs service with three principles: proximity,two-way communication,convenience and benefit for the people.Combined with government affairs service connotation,influencing factors and main factor integrating media centre at the county level in Anhui province government affairs service ability of problem analysis,research shows that the government service capability of integrating media centre at the county level in Anhui province as a whole is not high,data management and integration ability,platform and transition,"media + government services",online and offline collaborative ability are lacking.Based on the experience and practices of some county-level financial media centers in China,this paper puts forward relevant countermeasures from five aspects: first,to strengthen top-level design and provide standardized construction;Second,promote the reform of mechanism and system,strengthen the hematopoietic function;Third,pay attention to the talent team construction,strengthen the business training;Fourth,speed up the pace of data sharing and break through the restrictions of government levels.Hope to provide some reference for the development and construction of county-level media center.
