Ultra Short Baseline (USBL) Position System is an under water acoustic Position system, which realize Position, track and data communication to several under water cooperative targets. The main work of this paper is to research and manufacture out a digital signal processing platform which satisfies the demand of the Ultra Short Baseline, which contains three parts of content: Hardware design and interface circuits debug of digital signal processing system; muti-target localization's DSP software design and implement; debug and experimentations of the system in pond.On the design of digital signal processing platform, the whole platform's data processing center is three chip of TI's fixed-point DSP TMS320C6416, which is master-slave frame; one chip of FPGA take charge of logic control; Serial communication between DSP and PC is realized by universal asynchronous receiver/transmitter TL16C754B; four chips of Analog-to-Digital converter belong to parallel interface mode. In this thesis, the design and function of interface circuit based on digital signal processing platform is presented in detail.The DSP software is accomplished by C language. The signal processing software for muti-target localization run at the hardware realized many central functions, including data collecting, signal real-time detecting, data saving, operation of phase difference estimate, and so on. Through laboratory simulation, the software and hardware run well and the result is similar with theoretical value. It validates the correctness of the software and the hardware.
