The rule of law signifies that a political civilization has developed to a certain historic stage. As the crystallization of human wisdom, it is desired and pursued by people of all countries. The Chinese people are also comprehensively implementing the rule of law as a fundamental principle, and speeding up the building of a socialist country under the rule of law. In 1999, "the People's Republic of China exercises the rule of law, building a socialist country governed according to law" was added to the Constitution, ushering in a new chapter in China's efforts to promote the rule of law. In 2007, the 17th CPC National Congress expressly called for comprehensively implementing the fundamental principle of rule of the country by law and speeding up the building of a socialist country under the rule of law, and made arrangements for strengthening the rule of law in an all-round way. Based on the coordination of China and foreign countries' study of rule of law in connection with Mr. Xia Yong's understanding of rule of law, and add in the understanding of myself, the research induces the three factors of rule of law, i.e. legal system, legal authority, and legal order. These three factors are the important criteria of weighing on the construction of rule of law in China. In the context of comprehensively advancing the construction of rule of law, the mass media acting as the public instrument can speed up the perfection of these three factors of rule of law by its unique way. Whereas the new demands of "comprehensive" and "fast" put forward by the construction of rule of law, it's necessary for us to explore the functions of the mass media in the construction of rule of law. Therefor, this article, which makes the three factors of rule of law the framework for study and bases itself on the knowledge of Mass Communications and Law, carries out the research method of combining the qualitative analysis with case analysis in order to probe into the functions of mass media in the construction of rule of law.
