Traditional approving model has disadvantage of official locations dispersed, procedures complicated, inefficient and "information islands" among departments. E-Government approving system as an important part of E-Government came up. Nowadays in China, construction of E-Government approving system is in the initial stage. Technology is not yet ripe and system is lack of scalability, reusability, maintainability. In view of this, this papers focuses on how to construct reasonable E-Government approving system. A solution which meet needs of E-Government approving system was proposed. This solution was applied to Handan administrative approving system and accomplished the system.The solution is based on J2EE, and it adopts design model and component technology. The main research contents are as follows:(1) System design based on J2EE. According to E-Government approving system application, this papers do research on J2EE and analyses advantages of it.(2) Research and application of design pattern. In this papers, it researches on theory of design pattern. It analyses its elements, advantages, classification, common and principle.(3) Software design based on component technology. This papers uses component-based software design ideas. Using third-party components to achieve some of the features of system in order to save costs, increase efficiency and improve reusability.(4) Design of E-Government approving system. In this papers, requirement analysis and overall design was done. Also, some technicalities such as approving workflow, electronic signature, authorized users, database connection and system security were studied.(5) Design and implementation of Handan administrative approving system. The solution proposed was applied to Handan administrative approving system.Fact has been proved that this solution can solve problems of E-Government approving system efficiently. It has import significance in research and application.
