With the development of computer technology and high requirement of scientization and rationalization of assets and equipment management, To develop a Plant Management Information System (PMIS) suitable for the flow type industry will have positive and realistic function to enterprise development. The PMIS is composed of person, computers and etc.,can help with the collecting, transferring, storing, processing, maintaining and using of the plant management information. Through establishing PMIS, plant synthetically management will be conducted all by this system. Also PMIS will ensure all the plant management process can be scientifically managed and will improve the work quality, efficiency and modernized degree and will help to realize the enterprise's operations objective.The author hereby is to apply the plant management theory and MIS theory into the plant management practice of WEICHAI paper group and consider the characteristic of flow type industry plant management synthetically to develop this plant management information system. The system follow the criterion of the software development strictly, the development is also follow the method of the Software Engineering. then it deeply analysis of the operation function requirement and non-function requirement of the system, and on the base of it, firstly, construction design is done, make sure the technology truss of the system, that is the system is a web-based application and is based on J2EE platform, it adopts an architecture of "struts + hibernate", uses the groupware development methods and is cooperated with some techniques such as AJAX, JSTL, XML. The security of the system is assured from several aspects, such as platform security,application security and data security. Secondly ,The function modules are compartmentalized, function points of every module are defined also, the total function structure chart is established in the end. In the following particular design, modeling every modules and database design was constructed.In the end of the paper, a specific solution for each key problem encountered during the development is provided.
