Study On Evaluation Of Information Resources Allocation

Information resources, as one of the economical resources, is playing more and more important role in the process of promoting the development of economy. As a resource, how to measure? How to assess the merits of information resources? How to evaluate the value of the Information resources allocation and effectiveness? These questions have been entered researchers vision.As a kind of renewable resource, Information Resource can not only greatly accelerate the development of the society, but also optimize the usage of other resources and decrease the consuming of resources. However, we should also be aware of the shortage and lack of Information Resources when compared to the human needs. Meanwhile, considering about factitious reasons, the reasonable allocation of Information Resources is a problem that should be resolved. How can we allocate the limit Information Resources into the key serious of the development of domestic economy? In this paper, the author discusses the definition and principles of information resources allocation, and analyzes its contents, and proposes to construct a complete system for the evaluation of the effectiveness of information resources.This paper makes use of the various research methods, including literature investigation, analogy analysis, case analysis, interdisciplinary research method. The innovation is reflected in the following aspects: the macroscopic information resources allocation methods are summarized; on the basis of result evaluation framework was discussed.This paper is divided into five parts. The first part is introduction. In the second part, there is a brief explanation of the basic connotation of Information Resources and its allocation, followed by some analyses and discussion of the levels and functions of optimized allocation of Information Resources. There is also a exploration of the main elements that affect the reasonable allocation of Information Resources and the basic disciplines of its optimized allocation. The third part is mainly the analyses of the evaluation of the allocation of Information Resources. I analyze the method of the evaluation of Information Resources allocation from a macro point of view, and then the efficiency problem in the concrete allocation of Information Resources. In the forth part, the evaluation of enterprise Information resources was discussed. The last part is conclusions and directions in the field.
