This paper analyses the issue of optimizing information resources allocation based on evaluation in terms of economic methods. By deducing the information resources' economic attributions, and analyzing the fairness and efficiency of distributing information resources in the circumstance of market, traditional libraries and digital libraries respectively, the paper puts forward that the information resources distribution of digital libraries which is based on evaluation is one of the ideal models, for it takes the advantages of both of the price mechanism of market and the Plan Management of traditional libraries.The second paragraph depicts the producing, transmitting and operating of evaluation of information resources, and what role digital libraries play in the process. After briefly describing the mechanism of producing evaluation, it mainly discusses the random walk hypothesis of the evaluation, which is the basis of the whole paper.In the third paragraph it gives the economic analyses of the demand and supply of information resources, and in detail discusses the relation between demand, supply and evaluation. What is more, it brings forward the conception of attention in terms of the quantification of demand and supply, which helps deduce the demand and supply functions of information resources of digital libraries.The forth part is the core part of this paper, in which it discusses how to realize the equilibrium of demand and supply optimally. From the simplest model, this paper totally depicts about 7 models one after another, which helps try to reveal how the demanders and suppliers decide to realize the equilibrium, and eventually to achieve the fair and efficient distribution of information resources.In response to the questions put forward in the first part, the fifth paragraph discusses how the digital libraries, which is based on the evaluation mechanism, to solve the problems about fairness and efficiency in the information resources optimized allocation.
