In recent years, the content industry which took digital technique as the carrier rose abruptly. The proportion of the content industry has been increasing year after year in the world industry. The content industry has became a high speed growth industry, and was eagerly guided the tendency of the contemporary culture industry development. This thesis will give a thorough discussion to the managerial requirements & formations in the development of Chinese TV content industry, which basised on the research results of reforming and innovating of the traditional media system.Seen from the historical angle, the traditional managerial system of the Chinese television media had lots of drawbacks which included separate administration, the unperfect legal system, the undistinct property rights and so on. Through analysis of the media industry pattern under background of the digital technique, we may know that the content starts to be separated from the media and gradually forms a new industry along with the advancement of the media fusion. The content industry formation not only makes the scale production of the television content possible, but also has created the conditions for the prosperities of the television content market. As a new form of industry, the television content industry needs a new managerial system to adapt with it. The television content industry managerial system will take the openness, the fusion, the clear property right and the sophisticated legal system as the specialties. However, there will be a series of realistic difficulties such as the managerial system will be divided or merged relaxed or tight, old or new and so on, when the Chinese content industry managerial system develop, because it is fettered by the traditional television media managerial system and restricted by the national conditions. To construct the Chinese television content industry managerial system, we have to adopt the strategy of three stages: The first stage is reformation. We must reform the Chinese outdated television industry according to the requirement of the modern enterprise system, clarify the relations between the enterprise and the industry. The second stage is management reformation, namely the reformation to the traditional television media industry managerial system and making the function of the system management and the industry management. The third stage is system construction. We should construct the appropriate managerial system according to the content industry development request.
