In China, the television content industry is both an outcome and impetus of television reform. Its propensity, which lies upon the market logic and policy-making as a catching-up strategy, is also a prerequisite for the well-off performance of television industry.Written as a policy history review, this thesis first defines several basic concepts such as industry, content industry, and industry policy. The policy of television content industry is defined as"the directive and ideological policy of the party-state that regulates the business of television content in order to develop the television content industry and fulfill its social and economic functions"In the main body of chapter I, II and III, the industry policy of television content is dividend, based on industry development, into three phases: infancy (1978-1992), growing (1992-2001) and accelerating (2001-2005), all analyzed from advisement policy and program policy aspects. The last part, Chapter IV, is devoted to an overall evaluation of this policy. Its characters have been summarized, and a prediction of its prospective transformation, set against the backdrop of status quo, has been tentatively brought forward.
