With the development of information technologies, web-based expert systems have been researched and applied because of the limitation of the traditional expert systems. But now the web-based expert systems are facing the problem of lacing suitable developing tools. So this paper proposes a developing method using JESS, which exerts JESS's merits: high efficient reasoning, high transplanting and high extending. This method greatly improves the efficiency of web-based expert systems. After introducing the concepts and traits of web-based expert systems, this paper researches and analyses the current web-based experts. Because of the limitation in developing tools of those expert systems, they perform not so well in reasoning and can hardly support complex reasoning. For this limitation, this paper proposes a developing method using JESS and Java web application. As a Java-based expert system shell, JESS has the merit of high efficiently reasoning and easy to be integrated into Java Applications. So expert systems developed using this method has the merits of easy-updating, easy-maintaining and high reasoning ability. Then this paper presents the architecture framework of the web-based expert system. In MVC-based Java applications, JSP is in charge of views, Servlet controls the process, and the interaction of user information and JESS reasoning program is done by JavaBean. And it uses JDBC data source connection pools (DBCP) to improve the efficiency of continue running. After that this paper introduces the key techniques in particulars, including JSP, Servlet and JESS expert system developing technique. And this paper researches the realization of the interaction of Java and JESS.To testify the method, a web-based network fault diagnose expert system is designed and developed according to the life cycle method. Each technique of the system is described in details. The well running of the system proves the feasibility of the method.
