The theory of Confucians and legalists had come into being in different historical conditions and they had special origin of idea which had made them have different system of moral idea and statecraft. In the aspects of communication idea, the Confucians persist in seeking the kind side of human nature, and they believe that it is the ideal condition. So Confucianism considered that the kernel of content in communication should be humanity and manners. And the intention of communication was surely to govern the country with moral. In contrast, the legalists had the basis of theory that man is evil since they were born. So their content of propaganda is the method how to control the evil side of human nature. And it is law that the exclusive way can control the country. Besides, the Confucians attach importance to the disseminators but legalists to the listener; the Confucians usually visualize the information but legalists used to express idea logically and persuasively. However, the two also have some in common. For example, both of them have cognition about the function of communication; both had realized the close relationship of polity, instruction and the act of communication. Both consider it is necessary to control the consensus. In the mode of communication, both of them have handle on artifice of expression by language.
