Interlibrary loan has been recognized as one of the most effective way to achieve sharing of resources, for its broader documentation base coordinates and balances users'need and library collection. However, the long-term and complex service involving interests of both the requesting and supplying library, as well as many procedures and sites, requires specific regulations to standardize. Those developed countries such as UK, US and Germany have enacted code to instruct the relative affairs. The IFLA also issued rules for international interlibrary loan.The spreading on interlibrary loan in China now leads to a mature system in many libraries and institutions, some of which thus established the rules within the system. But there still exists inadequacy, which demands a unified code be developed to fully regulate the interlibrary loan affairs.The paper expounds the existing shortcomings in the light of the actual state in China, with a conclusion of a tentative idea about the substance of the interlibrary loan rules in China, which falls into three parts:It begins with the research background and current study throughout the world, afterwards elaborates the significance, contents and techniques of the paper.The second part deals with the basic theory of interlibrary loan, together with the present code in other regions and countries, in contrast to those in China, including national libraries, CASHL,CSDL,BALIS.Finally, aiming at the problems and shortcomings , I propose some ideas on the structure and substance of interlibrary loan in China.
