Study On The Software Organization Project Management Model

PMI (Project Management Institute) announced the introduction of OPM3, the Organizational Project Management Maturity Model in 2003. With the introduction of its first standard for organizations, PMI completes a triad of standards, one for organizations, another for people and another for projects that connect together, providing a comprehensive and synergistic approach to successful project management. OPM3 has three key elements (Knowledge, Assessment, Improvement), and includes four levels (Standardize, Measure, Control, Continuously Improve), and is involved in five processes (Initiating, Planning, Executing, Controlling, Closing) applied in project, program, and portfolio project management. OPM3 shows that more higher the degree of the organization practices organizational project management, more higher its project management maturity, and more higher the capability that the organization reaches its strategy objectives.The software organization project management model, named SPPM and based on OPM3, is brought forward after analyzing current status of software organizations and project management. The core of SPPM is organization strategy, and the periphery of strategy is the four organization project management areas: portfolio management, project management, resource management, knowledge management that realizes the organization strategy through the communication and collaboration of project stakeholders. Conversely, the organization can adjust its strategic objectives according to its status of resource, knowledge and project carrying out. SPPM bridges the organization strategy and strategy implement, and makes them form an organic whole. Portfolio management is the kernel of the four organization project management areas, which agglutinates the other three areas. Matrix organizational structure and project management office support organizations to put SPPM into effect.The software enterprise project management system (SEPM) is designed using the workflow technology after tailoring the SPPM model. SEPM puts information of projects and portfolios into one place through databases and files form. On the one-project-database, SEPM realizes portfolio selection, tracking and controlling. The enterprise project management portal of SEPM provides a platform of working, communication, collaboration and learning for project stakeholders like PMO, project managers, team members and customers etc.
