The intermediate service refers to the service that offers kinds of financial service and thereby collects service charges besides the traditional asset and liability services in the commercial bank. It neither shoulders or forms the crediting debts directly nor draws its own assets. The intermediate service of the commercial bank mainly includes services of settling accounts, being a deputy, trusting, letters of credit, renting, consulting, ensuring and others. As an inexorable product of the deepening of finance and the competition in the financial field, the intermediate service is developing quickly, spurred constantly on by the relaxation of finance control, the development of the financial market and the public demands. Now it has become the main income source of the modern international banks. It plays a key role in improving the marketing structure and results, and bringing up new points of increasing benefits to meet the needs of the marketing and internationalizing development of finance. Because of its features such as low costs, low degree of risks, fast circulation, high profits and so on, the intermediate business has become the emphasis of developing commercial banks in the west. It is one of the main sources gaining profits in some developed countries. There is an unutterable distance between the commercial banks at home and abroad in developing the intermediate service, but it also means that those at home have a great market potentiality and developing space. It has become an imminent task for the commercial banks home to think about how to grasp the opportunity, extend the market and develop the intermediate service greatly.The service to collect the telecommunication fees as a deputy is one of the intermediate services. It is of low degree of risks and high degree of profits. It has become an important type in the banks' developing the intermediate services. The act done by the bank increases the benefits of the intermediate services, and decreases the manual burdens of the telecommunication sector caused by the fees-collecting service. Besides, it offers convenience for individuals and enterprises when they collect fees. Therefore, it is the deputy service is of practical significance. The system of the service to collect telecommunication fees is realized in a depositing way. The bank collects fees from the customers of the telecommunications and then transfers the settled fees of that day to the relevant account of the telecommunications. It includes the following services: depositing and drawing the telephone fees, consulting the owed fees, reporting the loss of accounts, rescinding the report, making up a new deposit book, erasing the odd charges and forming a round number, checking up the accounts and so on.According to the needs of collecting telephone fees as a deputy, the function of the service can be divided into twelve models. They are:Opening an account, canceling an account, restoring, inquiring, reporting the loss of an account, settling and forming , settling and typing, checking up accounts on net, checking the account at the end of a day, returning the accounts after the center deducts them by patches, changing the accounts and erasing odd charges. The thesis introduces the realization of such function models as opening an account, restoring the fees, consulting the accounts, consulting the owed fees , changing the accounts and so on.The model of opening an account deals with the account opening at the center according to the telephone number, ID number and other information taken up to the service net. The subsidiary ledger and current account are registered and formed into accounts and the according files of the telephone numbers. Finally, it brings all the information back to the net site and thereby the account-opening function is realized.The storing model realizes the depositing function of the telephone fees.
