The article, based on inquiring internal and external theory on information literacy, develops recognition of primary concepts, elements and structure of scientific information literacy. From which the article puts forward the Standards of Senior High School Students' Scientific Information Literacy. According to the standards, we designed four questionnaires about scientific information literacy and carried it on in fresh men. The results don't only demonstrate the mensurability of information literacy, but also make us further understand the internal status quo. The article puts forward Inquiring lecture model based on information resources which adapt to cultivating the students' scientific information literacy. The model tries to complete scientific educational object by concerning scientific information literacy. The author has done an experiment in high school to test the model and met some practical problems.
