The performance management of public sector refers to using scientific methods, standards and procedures to evaluate the public sector's Performance, achievements, and actual works as accurately as possible and based on this evaluate, to improve the performance and enhance the management process of public sector. With the new public management's in-depth development, as a new management ideas and methods, performance management has evolved into an effective tool of today's western countries to reinventing government, implementing the government's responsibility and evaluating government management. In China, because of the relatively lagging of reform, there is still a certain gap of Public sector performance management level with the developed countries. The 16th National Congress of Chinese Communist Party made the request of building a socialist harmonious society, and implementing the scientific development conception, in this context, how to improve the government and public sector's management level, and improve the public sector's performance, has become the top priority of government and public sector reform.As an advanced performance management system and strategic management tool, Balanced Scorecard has been widely used and has achieved remarkable success. Many public sector and non-profit organizations also use this advanced management tool in the management of their own, similarly have achieved certain results.This paper begins with introduce the theory of the Balanced Scorecard, and then analysis the plight of china's public sector performance management. Further analysis the feasibility of balanced scorecard used in the performance management of public sector. Then, this paper introduces the practice of Qingdao municipal government to use the balanced scorecard to creating high-performance organizations. On the basis of the above analysis, this paper explores to constructing the performance management system of public sector based on balanced scorecard. Finally, this paper takes a brief summary of the problems that should be noted in the process of using balanced scorecard.
