In china, the practice and research of public sector performance evaluation system compared with developed countries started late, although there has been some experience, but the overall level is relatively backward, and theoretical results that can really be applied to practice are also relatively low. BSC focus on various aspects of balance, closely integrated with the organization’s strategy and other characteristics coincides with the mission of the public sector. BSC in the public sector performance evaluation abroad has been widely used, so this paper is to study how our country’s public sector should build BSC based performance evaluation system.Firstly, current research and analysis related to the basic theories and concepts, defining the scope of this paper, the meaning and related concepts.Secondly, in-depth analysis of the feasibility and necessity of the BSC in performance evaluation of Chinese public sector applications, and to clarify the specific application needs correcting the content according to the actual situation.Thirdly, the four dimensions of the original BSC financial, customer, internal processes, learning and growth were optimized for values and goals, services and evaluations, processes and methods, learning and growth that may be used to assess the four public sector dimensions. Then, it is be built public sector performance evaluation system model based on the BSC. The model is based on the relevant principles to follow on from the output index values and goals dimension, consumption indicators, comparative indicators and evaluation dimensions of customer service indicators, public indicators, processes and methods of innovative dimension index perfect indicators, personal learning and growth dimension indicators, the organization targets include specific targets classification. This paper elaborating on how to embed identification of indicators other management tools, details of the calculation method.Finally, the paper finds a research institute of the case for empirical verification based on the Balanced Scorecard implementation of public sector performance evaluation system, and lists safeguards for reference.
