In recent years, along with changes of the health care environment, hospitals are faced with the competition and incentive to make hospital administrators pay attention to cost control. Because of the high cost of the operating room, the resource utilization rate becomes the focus of hospital administrators.Operating room capacity planning and scheduling directly affect the hospital's operating efficiency, costs and patient satisfaction. This paper uses simulation technology and methods, combined with queuing and scheduling theory, analyzes operating room resources to optimize resource allocation and operation costs, the capacity of the hospital operating room and case scheduling to provide theoretical and methodological guidance for operating room's capacity planning and scheduling.The major research results include the followings:First, the paper describes the hospital's role in national life and the operating room's role in the hospital operations, and elucidates the necessity and importance of operating room capacity planning and scheduling.Second, the paper takes a Tianjin upper first-class hospital outpatient operating room as a research object, establish a queuing simulation model. The paper analyzes the outpatient operating room's process, and discovers the problems, and then determines the parameters of the model according to collecting data. Based on queuing theory, the paper determines several improvement models, and analyzes the system indicators and costs, and then determines the most rational model.Third, the paper takes anesthesia operating room as a research object, establish a scheduling simulation model. The paper elucidates the cost goal function of operating room scheduling, analyzes the system indicators and costs of different scheduling strategies, and then analyzes the pros and cons of different scheduling strategies.At last, the paper makes comprehensive use of scheduling strategies to help hospitals set up good performance and meet the actual needs of the hospital.
