A Research On Measures To Improve The Urban Medicaid System In Hebei Province

With the continuous development of the socialist market economy, social competition has become more and more furious. Great changes have taken place in both the size and composition of poverty-stricken population in urban areas. In recent years, the medical problem of urban poverties has become a hot issue, which has attracted great concern of the society. Both the active urban residents'minimum living security system and employees'basic medical insurance system can not help the urban poverties get out of medical plight. To a certain extent, Medicaid for urban poverties could deal with their problem of poverty caused by illness. Urban Medicaid System is a social relief system set up by the state to meet the demands of basic medical care for the urban poverties.Based on the thorough understanding of the urban poverties'living situation in Hebei Province, the thesis analyzes the medical plight facing the poverties and chooses the present situation and achievements of Urban Medicaid System in Hebei Province as research object. Through different research methods such as data analysis, literature review, selective investigation and so on,the thesis find out that there are some problems which hinder the Urban Medicaid System's progress,such as narrow coverage, complicated application process and later intervention time and etc. Based on the necessity study of the Urban Medicaid System in Hebei Province,the thesis puts forward the countermeasure for perfecting this system in different aspects,such as relief coverage, application process and settlement method and etc.
