Research On Two-Way Referral Mechamism And First Treatment In Community System In Chongqing Under Policy Of Coordinating Urban-Rural Development

At present, people `s complain for the difficulty and high cost of getting medical service is getting more and more fierce, thus the availability of health services has become increasingly important. The state promulgates a series of documents and policies which will promote the development of primary health service institutions in an aim to address the irrational allocation of health resources, to alleviate the current medical status of the people and to better treat the health problems relating to the survival plan. But the survey indicates that currently the development of primary health service institutions is still difficult, unable to meet people's basic health needs. The launch of two-way referral system between primary health service institutions and higher-leveled hospitals as well as the system of first treatment in community are the effective measurements to revitalize the community economy. Through establishing a more comprehensive two-way referral and first treatment in community system in primary health service institutions, can we effectively solve the problem of the difficulty and high cost of getting medical service and promote a harmonious society. This paper descriptively analyzed the status quo of community health services and the development of two-way referral system and first treatment in community system in Chongqing under the condition of coordinating the development between urban and rural area based on the related questionnaire and interview. This paper analyzed the effects of doctors, residents and related policies on two-way referral system and first treatment in community system, meanwhile proposed effective suggestions for the development of two-way referral system and first treatment in community system in Chongqing under the condition of coordinating the development between urban and rural area. Through above researches, it is expected that we can bring out a series of effective advices to help the government to address the problems in primary health service, especially in two-way referral system and first treatment in community system. In the meantime, we expect to build a sound two-way referral system and first treatment in community system consistent with the characteristics of China's new health system reform and health development in china. The primary care and health service system in china will be continuously improved by promoting the two-way referral system and first treatment in community system and the related theories will be researched in depth.
