On The Rational Construction And Effective Operation Of Urban Community Health Service System

The improvement of the new urban community health service system based on community health service is one of the important objects of deepening the medical and health care system reform across our country in the recent years. It is of great significance to meet the residents’basic health care demands, to solve the difficulty and high cost of medical treatment, and to enhance the structure of urban health care system through this improvement.The urban community health care service starts early in Qingdao. Now, it has become a relatively well-structured urban community health care service system after the development of more than10years, since the beginning of "Sino-Dutch community health care service cooperative pilot project in Qingdao" in1999. However, there are still some problems and difficulties that restrict the scientific development of urban community health care service seriously in Qingdao City at the same time. Through consulting literature, comparative analysis and field interview, this thesis lists four obstacles as below:First, the planning and layout of the urban community medical institutions is unreasonable, and the medical resource distribution is unbalanced. Second, the professional medical technical force of the urban community medical institutions is weak, and the function is insufficient. Third, the role orientation of the urban community medical institutions is not clear, and the utilization ratio of medical resource is low. Last, the government pays not that much attention to the urban community health care service, and the relative policies are not enough. These four obstacles affect the comprehensive, harmonious and sustainable development of urban community health care service in Qingdao City, and needs to be solved urgently.Concerning these problems, this thesis, to use the experience of developed countries for reference, puts forward countermeasures and suggestions on the further construction of urban community health care service in Qingdao city, by applying the theory of public administration and system design. First, the administration system of urban community health care service should be improved. Second, the urban community health service financing compensation system should be strengthened. Third, the human resource mechanism of urban community health care service should be enhanced. Fourth, the performance evaluation mechanism of urban community health care service institutions should be reinforced. Last, but not the least, the supervision mechanism of urban community health care service institutions should be intensified.
