| Medical security problem is a worldwide problem, it often makes a country's government be in a dilemma. On the one hand, medical security system should supply effective protection to all citizens to make sure that they are in good health; On the other hand, the government should control medical expenses within acceptable limits to avoid financial crisis. Therefore, medical security problem becomes the most controversial and sensitive topic of political life in all countries. Meanwhile, it is also the major problem the government can not avoid. By comparing longitudinally, this paper reveal that the responsibility of our government is shrinking, and it is just the main cause of the problem of our medical security system. At the same time, through horizontal comparison with foreign medical security system, we can learn some experience: changes in the cost-control mechanism from the focus on demand-side control to a focus on supply-side control; payment mechanism, from the back pay system to the pre-paid system. These are useful ones. Finally, the field that the Chinese government should take up its responsibility should include four main aspects: universal coverage of the medical security system; constraint of rising medical costs; rational distribution of medical resources. Establishing and improving the primary health care system; inhibiting the market failure in medical security. Furthermore, if the government wants to play its role better in medical security, it should do its best in three aspects: policy guidance and finance ability; standardizing the responsibility of expenditures among different level of governments; coordination of government and market. |
