| ObjectivesIn order to analyze the measures and problems to promote essential medicines'availability in Community Healh Service facilities in China, a survey based on the method recommend by World Health Organization and Health Action International was conducted in areas of Guangzhou. TO summarize relative theories and influencing factors of access to essential medicines, Provide suggestions to consummate national essential medicines policy.MethodsMaterial is obtained through an investigation carried out in 2010 on survey from 28 medical institutions in Guangzhou (including 5 tertiary hospitals, 4 secondary hospitals and 19 community health centers). In each organization, 100 out-patient prescriptions were collected by random sampling method. Data is entried by Excel2003, and analyzed by WHO/HAI methods (Measuring medicine prices, availability, affordability and price components 2008) and the International Drug Price Guide (2009 Edition). In theory analyzing part, interested group analyzing, system analying and summarizing are used.Resultsthe study of the four dimensions of community health service center in Guangzhou City. AvailabilityLow availability of essential medicines for both Public hospitals and CHS in Guangzhou, the median availability was 13.16% for IBs, and 42.11% for LPGs. The brand-name drugs available in public hospitals median was 44.14%, the lowest availability of Pharmaceuticals and other follow the median was 55.6%Price accessibilityThe median price of 26 brand-name drugs is 5.14 times than the international reference price; The retail price of essential drugs higher than 15-20% of their purchase pricethe price of 1/4 Generic drugs is at least 4.85 times the international reference price. It show that there is no centralized bidding and purchasing policies to achieve the desired effect, which Also shows that the bidding and purchasing policies do not achieve the desired resultsAffordabilityDrugs involved in this survey most of the affordability of drugs is better, Few drug costs beyond the affordability of most peoplePrescriptionThe total sample of 2800 prescriptions, of which species the average number of drugs per prescription was 3.03 species; the average cost per prescription was 70.51 yuan; national essential drug prescriptions accounted for 66.2% percentage; Injection in the percentage of 37.32%; Percentage of antibiotic use was 47.16%.Conclusion1. In Guangzhou, the community health service center is relatively low availability of essential drugs and may even lower than the public hospitals. 2. In general, follow the example of the pharmaceutical availability of essential drugs is higher than the patent medicine, but some low-priced lower availability of essential drugs.3. High level of drug prices, especially in the patent medicine. Follow the price so much higher than the price of pharmaceuticals. Community health service center is lower than the retail price of essential drugs in public hospitals prices.4. Drugs involved in this survey most of the drugs can afford better. A small number of common chronic diseases of the affordability of drugs cost less, such as hypertension, diabetes and other chronic diseases of the lower drug costs affordable.5. In Guangzhou, the basic prescription drug utilization rates are relatively high.6.
