Objective:Understand status of residents'health and medical assistance on urban poverty in Guangzhou in 2008. Evaluate the effect of medical help implement, to provide the basis that formulated the policies and plans for the relevant departments.Methods:The poverties were selected to sample survey using medical assistance census questionnaires that made by ourselves. Descriptive analysis was applied. Contrast survey data to The Fourth health services research (part of Guangzhou), find the different in their health, medical needs, medical resource utilization.Results:Account of poor families are living in the room of 39m2, the average of family income is 10093 Yuan, expenditure is 10030 Yuan, medical supplies 32.97% of total expenditure; Incidence ratio of poverty in two weeks is 49.2%, incidence ratio of chronic diseases is 39.7%, the first four chronic disease that poverty are suffering is hypertension, diabetes, rheumatism arthritis, bronchitis.25.4% of patients have saw doctor in two weeks, the ratio of male is 25.0%, the female is 25.8%. The proportion of patients which didn't to see doctor is 43.1%; The average hospitalization time of poverty is 1.43, the ratio of hospitalization is 172.1‰. In the hospital reasons,79.1% constitute of disease. The proportion that should hospital without hospitalization is 28.41%; One time outpatient service medical direct cost is 217.63 Yuan, indirect cost is 83.66 Yuan; One time hospitalization direct cost is 9808.52 Yuan, indirect cost is 263.97 Yuan. Hospitalization expense ratio is 75.22%; There is 26.7% people don't satisfy with the compensation,67.2 percent people think that the medical assistance have not reduce their economic burden,18.5 percent people don't satisfy with the assistance system and 38.75% people don't satisfy with the charges in hospital.Conclusion:The aid system has promoted aid people to use health services. The poverty healthy state and economy state is poor, the government should try to develop primary health care for improving the poor in health. Improve aid and assistance to alleviate their financial burden. Utilization of medical assistance is low; government should enhance propaganda about policy and rules. The aid system effect in reducing aid people's economic burden is not good. |
