Objective:The research was aimed to establish a competence model and evaluation methods of community health services center director(including a questionnaire and score criteria), in order to provide reference for selecting, evaluating and training community health services center director, and also provide a basis for the application of competence in community health services area, so as to improve the diathesis of community health services center directors.Methods:The research uses qualitative and quantitative methods based on theoretical research and empirical studies.The following six methods are mainly used: (1)literature analysis method:for establishing the competence dictionary, questionnaire and indicator system initially. (2) behavior event interview:for establishing the competence model initially. (3) questionnaire survey:for establishing the competence model and validating questionnaire reliability and validity.(4) Delphi method:for determining the indicator system.(5) the analytical hierarchy process:for determining the indicators' weights.(6) statistical methods:the mean, standard deviation and coefficient of variation are employed to describe the results of survey and expert advice;the methods of group t test and non-parameter test are applied to compare the differences of the interview results between digital group and ordinary group,and the index weight given by the two rounds of expert advice;the passing rate and identify index are used to test the difficulty and distinguish degrees of questionnaire B, the Cronbach's alpha coefficient (Cronbach's a) is used to test the internal consistency reliability of the indicators from different classes, and factor analysis is used to test the construct validity of the questionnaire B; the methods of clustering analysis and discriminant analysis are applied to establish competence discriminant functions; the Kendall coefficient of concordance (Kendall's W) is adopted to analyze the level of coordination among the experts; and quadrature method is used to calculating the index weight.Results:(1)The competence model of community health services center director,including analytical thinking, relations building, development, teamwork, decision-making capacity, responsibility,is established.(2)The community health services center director's competence evaluating questionnaire,incluing 18 questions,is established.lt can evaluate the community health services center director's competence easily and effectively.(3)Establishing the competence discriminant functions,which can classify the results of competence evaluation.(4) The community health services center director's competence index system is constructed, including 6 first class indicators,20 second ones, and the weight of each indicator is confirmed.(5) The evaluation criteria are made, and the total score is 100 points, of which 20 points for analytical thinking,18 points for relations building,8 points for development,9 points for teamwork,23 points for decision-making capacity,and 22 points for responsibility.(6)The project analysis results of questionnaire B shows that the average passing rate is 75.39%, the identify index of 18 questions is bigger than 0.2, the total Cronbach's a of the questionnaire B is 0.732, the Cronbach'sαof the competence characteristics are separately 0.680,0.656,0.624,0.640,0.675,0.735; the test of construct validity by utilizing the scores of the questionnaire B shows that a total of six male factors are extracted,the numbers are equal to the competence model,and every male factor represents a competence characteristics;the competence characteristics of sexes,ages, titles,this job work experience, professional and areas do not influence the sror of competence,and degree and work experience influence the sror of competence,the higher of the degree,the longer of the work experience,the more of the sror of competence.Conclusions:(1)The competence model is desirable, the selected indicators are appropriate, the weights of indicators are relatively accurate and reliable, the evaluation criteria are reasonable. (2) The questionnaire B has good reliability and acceptable validity,the diffculty is moderate and the distinguish has good degrees.It can use as a kind of evaluation methods.(3)The respondents of questionnaire B have a big sample size and good representation, so we can think the results of discriminant analysis are reliable,the discriminant functions can promote the use.(4) The evaluation criteria are applicable to select, examine and train the community health services center director, not suitable for other jobs.,the use effect still needs a wider scope of test in the actual application.In a word, it is generally deemed that the competence model and evaluation methods of community health services center director developed by this research is relatively systematic, scientific, reasonable, feasible and practical, so it can be promoted and applied, and it will be even better in the practical application.
