ObjectiveFor the past few years, standards on medical education mainly related to undergraduate have been released in succession, both at home and abroad. However, based on the unity in core contents, these standards pay due attention to the differences of individual institutions for medical education among countries, even among different regions in a country, also to the essential requirements all the institutions should achieve and the higher standards they could achieve. By so doing, the general purpose of medical education and the process of cultivating talented men are regulated, the quality should be reached in every link in the process of talented men cultivation is stressed while they offer adequate space in which the identities and the specialties could be kept for individual institutions in their reform and development.There are special spectrum of diseases among peoples in Xinjiang because of heredity and environmental factors. Focused on the features of endemic and high-concurrent diseases in this region, with various national and international standards as a sound base, the study aims at making suitable program for this purpose, at exploring suitable local or regional models for teaching, for capability development, for quality improvement in talented men cultivation.Objects and Methods1,ObjectsData and material for the study includes:1,《A Study on the Investigation of Health Service in Xinjiang Production and Construction Corps:An Analyses Report on the Investigation in Health Service in Xinjiang Production and Construction Corps in 1998 and in 2004 Respectively》; 2,The Training Program of Competent Personnel in Clinical Medicine of Shihezi University,2004; 3,The Training Program of Competent Personnel in Clinical Medicine of Shihezi University,2009;4,the selected standards of 35 Chinese medical institutions from《A Guide Book on the Course Setup of Chinese Higher Education in Medical Sciences and Pharmacy》; 5,GMER.2,MethodsOn-site Inspection, interviews with experts, literature retrieval, case comparison.Results1,Investigation on the educational background of medical workers in Xinjiang Production and Construction CorpsIn 25,108 medical workers, qualified practitioners with MBBS and above take 31.3% among all qualified practitioners while qualified assistant practitioners take 5.4% among all; with master's degree and above take 0.5%; medical workers in the medical institutions of Corps level with MBBS and above take 45.0%; of Division level, 27.9%; of regiment level,6.3%.2,Current situation and issues for improvement in clinical medical sciences in Shihezi University(1) the issues compared with GMERThe requirements on medical knowledge and clinical skills are improperly focused, while the concrete requirements on professional attitude, value, behavior, ethics, skills for communication, group health and health education are inadequate, so are inadequate in the humanities, social sciences, and the basic knowledge in sciences except medical sciences; in the capability cultivation in communication and coordination with patients, with colleagues and with society. The requirements on the capability cultivation, self-education and self-centered progress; There is no an aim with Xingjiang characteristics so that the undergraduates could not study with certain purpose.(2) Comparison on the teaching plan between Shihezi University and other 35 Chinese medical institutions in 2004Total hours is 3,754,361.51 hours more tan the other 35; theories take 2,925 hours, 613.34 hours more than the average; lab take 829 hours,2489 hours less than the average; the ratio between theory and lab is 0.28:1, obviously lower than the average 0.47:13,The Practice in the Improvements of the ProgramFirst, the affirmation on the working procedure and guidelines to the revision; the second, revision on The Program of Talented Men Cultivation in Clinical Medicine, 2009; the third, the program of 2009 is made in accordance with 3 major MB, general education, professional education and integrative education.4,Comparison in Teaching Hours between the Programs of 2004 and 2009 and with the 35 Chinese medical institutionsCompared with 2004, the total hours reduced to 3,367, a reduction of 387 hours; with the average, a reduction of 25.49 hours; Compared with 2004, theory hours reduced to 2,400, a reduction of 525 hours; with the average,88.34 hours higher than it; Compared with 2004, lab hours increased to 967 hours, a increase of 110.9 hours; with the average,88.34 hours lower than it; Compared with 2004, the ratio between lab hours and theroty hours increased from 0.28:1 to 0.4:1. The average is 0.47:1; the highest,0.86:1 and the lowest,0.24:1.ConclusionsIt is necessary to revise the program. Mirrored standards of the program both at home and abroad, embodied regional characteristics, absorbed advanced ideas with global view, the program of 2009 is suitable for the cultivation of talented men in medical sciences in Xinjiang.There is an increases lab hours in the revised program, representing the purpose of developing practical medical undergraduates.The improvement in the quality of medical education relies on the idea to raise creative talented men, on the optimization of course setup, on the widened paths for the cultivation of talented men, on the reform in teaching contents, on the renewal of teaching methods, on practice teaching, on the enhancement in humanity education and on the improvement of staff.
