ObjectivesSince 1974, the United States set up the world's first since the Hospital Ethics Committee, many countries have established a Hospital Ethics Committee or the Medical Ethics Committee. Ethics Committee in our nation existed 21 years, since conceiving the concept, and plays an important role in the assisted reproductive technology, organ transplantation, clinical pharmacology and related ethical review of research projects, ethics education and training and ethics consultation. Although China started the construction of the hospital ethics committee later than the western developed countries, but developing rapidly. So far, more than 600 units around the country set up a hospital ethics committee, which made great progress in organizations, systems and procedures. It ensured the body-test participants'right, and cause a high degree concern from medical area and society. Nowadays, the urgent need of the construction of the hospital Ethics Committee is improving the ability-building. This is to improve the efficiency of the hospital ethics committee and the level of giving full play to the role and function of hospital ethics committees fundamental guarantee.This study aimed to explore a more scientific, practical and relatively comprehensive ability structure of Hospital Ethics Committee System. The purpose is to provide a relative basis for Hospital Ethics Committee capacity-building, the selection of members of hospital ethics committees and ethics training guidelines, also it can be served as a hospital ethics committee members on the evaluation.MethodsIn this paper, the literature research method is used to understand the domestic and overseas current state and related theories of ability-building, combined the correction and evaluation by experts, in-depth interviews approaches and Delphi method.ResultsThree levels of Ability Structure which is the core of Ethics Committee members reviewed the capacity was formed basing on domestic and international capacity-building Hospital Ethics Committee Research,related theory, the functions of hospital ethics committee and members of the basis functions. Each level indicators contained a number of parallel, different weights but interrelated elements, which they all together constituted the full capacity of the members of the Hospital Ethics Committee structure.ConclusionsThe four ability of moral, cultural, cognitive ability, methods, communication and abstained with four primary level indicators,11 secondary indicators and 33 three-order indicators of the Hospital Ethics Committee three members of ability structure. Established weights of indicators for four primary indicators and 11 secondary indicators and identified the proportion of indicators for overall value of the structure; ranked the different Ability Structure according to the weights at all levels of ability on all levels of the structure of the sort.
