Objective:To study the behavior,awareness,satisfaction level,and their determinants of insurance participants after the enactment of Shenzhen new insurance policy,and to propose ideas for further improvement of Shenzhen medical insurance system,based on this study.Method:Adopt random samplings,conduct survey over 850 radomly selected insurance participants,and to investigate their behavior, policy awareness,and satisfaction level using self-contruct questionnaire. Collect and analyze data related service quality indices from the 20 Community Health Centers(CMCs) over the past two years.Adopt the method of statistical description and analysis,correlate single facet description with multi facet analysis,and conduct multi-dimensional linear regressive analysis and causality investigation on satisfaction factors.Results:1.Among the 808 participants surveyed,79.83%of them elect to visit the nearest medical facilities for treatments.51.36%of these participants visit CMCs as their first choice,for the reasons of "more acceptable fee and the convenience of visiting CMCs".2.More than 90% of the participants pay close attention of newly reformed insurance policy. 80%of them believe the level of insurance coverage has improved under the new medical insurance system.However 59.8%of them don't clearly understand the details of the new insurance policy.3.Satisfaction level and Satisfaction rate among the participants is 26.61 and 79.5%. Multi-dimensional progressive regression analysis shows that education background,insurance participation category,and their awareness of the policy are major factors determining their satisfaction level.The causality analysis indicates that the determinants of their medical staff,the price of prescribed medicines and treatments,and the satisfaction level of medical techniques and favilties are the three most important factors in the overall satisfaction level of the medical institute.Conclusion:Since the new insurance policy was put into effect,the behavior of insurance participants during their treatments has greatly improved.The resources and facilities of CMCs participants' have been better utilized.Nevertheless,participants' awareness of medical insurance system needs further enhancement.Although the overall satisfaction level with the medical services has increased,the high cost of prescribed medicines and treatments are still major concerns in their satisfaction levels.Therefore an adequate medical insurance system is the key determining the ultimate success of medical reform.The main challenges in medical reform that need to be addressed are the improvement of the medical insurance policy,satisfying the participants' basic needs,solving their concerns in quality and cost of the medical treatments.
