Health Effect Analysis And Policy Recommendation For Energy Structure Adjustment In BeiJing

Along with fast economic growth,Beijing has been consuming more and more energy since 1990' s,energy structure needs to be improved and energy consumption should be controlled.Energy utilization relates with air quality closely.The traditional coal soot pollution has harmed the citizen health,especially the respiratory system.To improve the air quality,Beijing government has taken effort to improve energy structure, promote natural gas utilization,resulted in air quality improvement.This dissertation analyzed energy condition in Beijing from many aspects, including energy production,energy supply,energy consumption and energy saving,found out the existing problems;reviewed air quality in Beijing in the past decade,found out the relationship between energy utilization and air pollution in Beijing,and since it has been proved and supported by medical research that air pollutants harm respiratory system,so energy consumption and citizen health could be connected.In order to analyzed the health effect of energy structure adjustment in Beijing quantitatively,chose natural gas consumption amount as indicator as clean energy promotion in Beijing,used death rate of respiratory diseases as indicator of citizen health effect,through correlative analysis of the two variables to assess the health effect of energy cleaning act of Beijing.Beijing government has set the goal:total energy consumption should be no more than 65000 thousand standard coals,clean energy should count for more than 70%of the total energy consumption,new energy and reproducible energy more than 4%.Energy consumption per 10000 GDP should be reduced by 20%.To reach the goal,it is big problem for Beijing government to maintain sustainable development of energy,environment and economy,the only way is fighting promote clean energy constantly.
