| As the policy of reform and openning up and medical system are continuously developed, the level of medical technology increasingly improved, modern advanced digitallized medical equippments widely used, we are required to transform our traditional model of management by experience in order to meet the need of modernization and information management. The HIS has reached noticeable achievements over 20-year exploration , and brought out numerous opportunities and enormous challenge. The brand new theory of management and working methods have been introduced into HIS, which has greatly promoted the regeneration of people's opinion, pushed the reform of Hospital management system forward, and abundant experience has been accumulated, conditions created , new way opened up as for the development of our medical cause.Since the sixties last century, a few hospitals in America has started the research of HMIS. In the seventies, HMIS continued to develop. At the end of the eighties, America worked out the plan of the national fundamental information facilities, also called high-way information plan, which provides the fulfilment of global HIS with compulsory technology and fudamental facilities. Nowadays, with the development of the computer and information application, HIS has become an integrated system, which not only consists of clinical information system constituted by the image profile, PACS, CPR and search system for intilligence and book information etc..., but form the network of communication, applied to management and medical treatment as well.Dating back to the end of the seventies last century, General Hospital of Nanjing Military Region has imported the homemade DJS-131 computer to conduct the initial research of hospital information management. In the 1980s, a portion of hospitals made an attempt to manage hospitals by computer. By the end of 1995, the health department of the general rear-service department has put forward three major projects ---ARMY No.1\2\3 project on military health system established in the 9th five year plan. These three major projects constitutes the whole set of automatic information system, through which the information in one hospital can be obtained from the wide network of the whole military health network and data base of health institution. The whole set of systems is also regarded as the significant component part of"JINWEI"project. The hospital information system has been led to a higher level by fully carrying out"ARMY NO.1"project which provides strong support for the construction of new age military hospital's modernization.In this paper, I made a profound research on hospital information management system, organization structure, personnel structure, and function of information system in the HIMS from both theory and practice. The paper also introduces the concept, category and disposal methods of three major clinic information, which includes files, biology signal, clinic picture involved in the management of hospital information. The information of hospital management consists of patients'treatment records, tuition, economic management. HIMS possesses the function of auxiliary decision making, statistics, medical treatment, research, teaching service, health economy management, cost calculation and inquiry. HIMS is characterized by origin, availability, effectiveness, standardization, security, integration.In this paper, the current situation of military hospital information system is presented, and elements that restrict the development of our military hospital information system are analyzed. Throgh long-term exploration, our military hospital information system is on the constructive track of overall planning, centralized expoitation, union of inside and outside, compatibility of army and civilians, high efficiency and low consumption. With the wide application of ARMY NO.1 project, the standard of military information has been prominently enhanced, and the construction of new age hospital modernization has been provided with strong support. The dificiency existing in the construction of HIS and elements restricting the development of HIS are pointed out in this paper and so is the unadequate realization. This paper shows the problems such as the construction of informization being out of line with hospital management, improper stratedy applied in informization construction, the unadequate devotion and facilities, management of information staying in the initial stage, macro management lack of deepness and strength. In the course of studying HIS, we are subject to the limitation on the level of hospital informization , the quality of researchers, narrow range of research, low level of research work, therefore, HIS has a huge difference from the one in western countries. Meanwhile , we are also subject to the restriction on no whole planning, inadequate devotion, standardization , lag of management system, opposition of new and old management theory, short of information technician and training of medical personnels.The principle which we should conform to and the operation procedure of HIS are introduced in this paper, and so are the information procedure as well as military hospital structure during the development of HIS.The methods of building military hospital information system:1 to insist in"a good hand project"2 to establish a profession team with high quality.3 to enact and better the regulation of HIS management and strict operation.4 to perfect the benefit evaluation of information system.The policy of military hospital information system:1 to transform the traditional thoughts and enhance the awareness of information.2 to adjust the strategy of development and strengthen the construction of informization.3 to rely on information technology and impove the level of management.4 to deepen the model of management and put up the comprehensive benefit.5 to establish and strengthen the regulation and optimize the operation procedure.6 to train a team with high quality and create the atmosphere of information culture. The developing trend and prospect of military HIS construction are stated in this paper. On the basis of CIS, we would exploit strategy-supported system with intelligently auxiliary treatment, surgery, and management to have the localized computer network inside the hospital developed to the regional computer network and the wide area network outside the hospital. The construction of military HIS should be adapted to the whole demand of adjustment in new age military strategy. It should be adjusted to the basic direction of military revolution so as to establish the modern informized army,and win the informized war. Its aim is to improve the capacity of rear-guarantee. In order to promote the development of military health cause, we bring out the whole demand on how to biuld the modernized and informized army confroming to the situation of our country , our army and our hospital at the stage of the new age military revolution. our aim is to speed up the construction of military HIS, enhance the capability of rear-guarantee and improve the development of military health cause, and we make an effort to have it come true.At last, this paper introduces the summery, details, effect and experience in the construction of HIS in the PLA No.461 hospital. The future tentative plan in the construction of HIS in the PLA No.461:First, to better the extension from the information management to the CIS. Second, to accelerate the process of digitalization of medical treatment equipment. Third, to accelerate the extension from the LAN to the worldwide network and the satellite network.
