Research On Municipal Community Health Service Performance Measurement

Up to now, there is no uniform performance measurement index system of community health service in this country, therefore, it is very important to establish above mentioned easily applicable and scientific system. This system has great significance in terms of evaluating the effectiveness, efficiency and existing defaults in community health service of this country.In this thesis, systematic research on municipal community health service performance measurement was carried out. Firstly, a brief introduction to public organization performance measurement and basic theories of community management was given and then health service performance measurement theories and current status of this country were described. Focusing the research on the community health service work of Hexi District of Tianjin City, 8 measurement parameters were presented. These parameters are as follows: the proportion of charges for medicine,number of person taken medical care, immunity inoculation, pregnant and delivery women medical care management, management system of high blood pressure patient over 60 year-old,health knowledge popularization, medical post training and medical aid. The community health service performance measurement index system applicable to this country was also established in this thesis. By using AHP (Analytic Hierarchy Process) and synthetical index, the author of this thesis has evaluated performance of 12 community health centers of Hexi District of Tianjin City and the results indicated that following aspects were needed to be improved: service effectiveness ,work efficiency,service effect and input effect. All these have restrained the development of community health service of Hexi District. Based on the public organization performance measurement and community management theories, improvement strategies and suggestions were also given in this thesis in the fields of community management,service quality,funds input,sevice network development,service function and on-the-job training.
