Government's Policy On The Public Health Role In Promoting Mental Health

According to the investigation, there are approximately 16 million patients with mental illness at present, each kind of whose prevalence rate has achieved 13.47‰. What is worth paying attention, the burden which is caused by mental illness is growing in an obvious tendency. Calculated by the World Health Organization (WHO), the mental illness places in the top of China's total burden of disease, which is accounted for 20 percent and will rise to 25 percent in the total burden of disease in 2020.The mental illness has the very serious harm to person's physical and moral integrity, which not only affects patients and their families working and living, but also brings a heavy social and economic burden. Patients'with mental illness living skills and self-control capability is weak, with families often requiring hand care or doing it in return, involving a large number of human, material and energy, which affects normal family life and work environment. Because that mental illness caused by the poor families phenomenon can be found everywhere. Mental illness has become an important reason for the high suicide rate. The patients with serious mental disorders due to mental disorders, also have an impact on social order and the order of work, and even endanger the social public security. But until now, the mental illness question has not been taken seriously in our whole country. The mental illness patient in the society is the minority groups. Due to the lack of appropriate preventive relief mechanisms, schooling, employment, daily life, medical care, social security, and other areas are basically in an embarrassing position with no attention.The characteristic of the mental hygiene question that is being as prominent social problem has already become the consensus of the international community. The essence of human life is that people have spiritual life. To the mental health's attention is to person's fundamental concern. In the mental hygiene work, we must prevent and control the mental diseases positively, safeguard social stability and develop the material civilization construction with steady steps, on the other hand, the level of national mental health and of the mental hygiene service must be enhanced diligently, which is a measure of a country's social stability and one of the important indicator of the degree of civilization, but also directly related to the sustainability development of economic and social. Therefore, under the background of building socialism harmonious society, constantly strengthening and improving the mental health work has a distinctive characteristic and important significance of the times. States and governments at all levels should prevent the mental diseases scientifically, promote people's mental health effectively, safeguards sickness community's fundamental human rights legally, maintain the family harmony and the community harmony earnestly by adopting a series of supporting policies and institutional arrangements, thus promotion constructing a stable orderly harmonious society.Therefore, this article proposes to strengthen the government's responsibility and to establish a better government-leading system of preventing mental illness. Raising people's mental health level is advantageous to the stability of thousands of households and to the social harmony, the Government should further enhance mental health services, raise the awareness of the importance of mental health policy, strengthen the government's responsibility and improve government decision power. Efforts should be made to the mental health services to avoid the tendency of it being market, so that the medical service model of the government-leading diseases one should be carried out actively, the supply of mental health resources should be strive to increase, and the mental health of the public should be safeguarded earnestly, constructing a system of preventing mental illness that is led by the government, cooperated by the related department, participated extensively by the whole areas of the society.This article makes concrete explanation from following three aspects:Ⅰ.Mental health and public health. In the main part, the meaning of mental health and basic content of the mental health and the relationship between the mental health and the public health policy is mainly elaborated.Ⅱ. Status of China's mental health work and its analysis. In view of the current mental health facing the grim situation, the main problems existing in the mental health work of our country are focused on in this section.(A). Organization and collaboration of the medical services are not suitable for the current needs.(B). Overall investment from the government is insufficiency to the mental hygiene service.(C). Laws and regulations of the mental hygiene and the related safeguarded policy system is not perfect.(D). Prejudice and discrimination universal exists and knowing rate about the mental hygiene knowledge is obvious low.Ⅲ. Strategy of government's public mental health in promoting mental health.The mental hygiene problem as well as the mental hygiene service is the significant public health and the social question, whose content is complex, scope is widespread, involving all the health services and even social services of all aspects in the whole China, which make the realization of the affluent society and the enhancement of the quality of people's health and life influenced profoundly. We need to have some breakthroughs in the system, the mechanism and the policy aspects. The urgent matter is that to the legislation of mental hygiene, the administration of mental hygiene service, making the mental hygiene services structure being perfect, the investment of mental hygiene and questions in other aspect should be solved imperatively.The conclusion of this article is that human's physical and moral integrity and the full scale development are basic features of the harmonious society. Only if we prevent the mental diseases scientifically, promote people's mental health effectively, safeguard the fundamental human rights of groups of patients legally, and maintain family harmony and communal harmony practically, a stabile, orderly and harmonious society can be constructed. States and governments at all levels should attach great importance to the mental health work, and innovative mental health policy actively, strive to create a mental health policy environment, and prevent mental diseases scientifically, promote people's mental health effectively and share a harmonious society.
