21st century is an era of global traveling, with the rapid development of world tourism, large-scale population flow accelerates the overspreading of infectious disease, so strictly safeguarding our frontier health and medical quarantine gate is very important to national economy and people's livelihood, which also plays positive roles on the cause of disease prevention and control.In the past several decades, the industry monopoly generated by the health cause of disease prevention and control occupies larger share and advantage in health markets of port regions. With the advancement of "tans-boundary service trade" , medical and health markets of our country will be gradually opened. There will be more domestic and foreign counterparts in disease prevention and control to compete with us. At present, human resource has become the first resource, which is important to a country, a society and an enterprise. Therefore, we must transform the concept; understand the situation; for staffing management of human resource, arouse the enthusiasms of personnel and stimulate their potentials by various trainings and establishing incentive and constraint mechanism from four aspects of selecting people, employing people, cultivating people and retaining people; exert personal capacity to maximum limit; enhance personnel's responsibility sense and devoted spirit; strengthen organization's cohesive force, promote its healthy development, upon which, accept the impact brought by the constantly changing medical treatment market.Based on holding the theory of human resource staffing and programming, this paper researches on deeply understanding the industrial background and characteristics of talent's structure and allocation in LN CDC, based on holding the theory of human resource staffing and programming. By analyzing working characteristics and staffing of LN CDC, this paper does deep analysis and research on management problems existed in current work. On the basis of keeping and consolidating original advantages, set forth new improvement measure and solving scheme of staffing, set up posts according to needs and select people according to posts, selecting suitable personnel for organizational departments. Establish feasible programming system of personnel demand and staffing suitable to organization's characteristics and provide theoretical basis and reference for the development direction of human resource of our center.
