Objectives:This paper is to understand the development of higher education evaluation at home and in abroad; the methods, standards and results of higher education evaluation in China, and assess the results of medical undergraduate education evaluation so as to find out the existing problems of current medical undergraduate education evaluation, moreover, put forward proposals in evaluation subject, evaluation theories, professional evaluation and evaluation costs, etc.Methods:The article uses comprehensive analysis and forward-looking research of education, higher education, medicine and other disciplines with qualitative and quantitative research. Several basic research means are as follows: (1) literature research: collecting the status and development course of higher education evaluation at home and in abroad through literature, the methods, standards and results of higher education evaluation from 1994 to 2005 in China, and the results of medical undergraduate education evaluation from 2003-2005; (2) investigation research: investigating the changes of teaching conditions of medical colleges which has been undertaken the undergraduate teaching evaluation and investigating the present situation of clinical teaching bases; (3) comparative analysis: analyzing the existing problems through crosswise comparison and longitudinal comparison of the similarities and differences between medical undergraduate education evaluation at home and in abroad in index system, evaluation methods, evaluation subject, the disposal of evaluation results, etc. and comparing the school-running conditions of medical universities with that of comprehensive universities; (4) education statistics: quantitative or qualitative analysis on the obtained data by using SPSS13.0 software.Results:Higher education evaluation in China formally launched in 1985. The main kinds of higher education evaluation currently in China are undergraduate teaching evaluation and university rankings. The five-year round of undergraduate teaching evaluation launched by the Ministry of Education has been implemented since 2003. The survey of the ministry of education showed that 96% of the evaluated colleges considered that the evaluation was very necessary and they all fully endorsed the evaluation, held a positive attitude towards this round of evaluation; based on the changes of teaching conditions of the evaluated medical colleges, they had significant improvement in teaching conditions, and the growth trends was very obvious. This fully shows that the evaluation has played a significant role in improving the teaching conditions of medical colleges.Undergraduate teaching evaluation is an important component of higher education evaluation, however, it is still not perfect. There is no independent medical undergraduate education evaluation program. The main problems of undergraduate medical education evaluation are as follows: the singleness of evaluation subject, the incomplete evaluation index system, the unification of evaluation standard, the high costs of evaluation, the mood of seeking for quick success and instant benefit of the evaluation process, and the contradictory between evaluation requirements and the "Physician Law", etc.Conclusions:On account of the issues above, we should build up the scheme for evaluation of medical undergraduate education based on the current undergraduate teaching evaluation in addition to Chinese national conditions and learning from the experience of medical education evaluation in other countries. The author suggests that we carry out the evaluation of clinical teaching bases based on the current undergraduate teaching evaluation, combined with the "temporary provisions for administration of clinical teaching bases of medical colleges and universities" union issued by the original State Educational Committee, the Ministry of Health and the State Administration of Traditional Chinese Medicine and according to medical characteristics. We should focus on its teaching conditions and teaching status to enhance the clinical training and practice, ensure its effect so as to advance our domestic evaluation further, and cultivate the high-quality medical personnel.
