Since the establishment of PR. China, Great progress has been made in the rural medical care system, and the health condition of farmers has also been remarkably improved with comparison to that before liberation. However, after the reform and opening, within the frame of the dual economic system of urban and rural region, and against the background of the gradual marketization of medical care system, the distribution of medical and sanitary resources between urban and rural region seriously lost its balance, and the rural cooperative medical care system finally collapsed. The absence of the rural medical security system leads to the rise in the rate of occurrence and relapse of poverty caused by diseases in the rural region. Especially, the eruption of SARS in 2003 thoroughly put into exposure the hidden crisis resulting from the shortage of financial transfusion into the rural sanitary system, which further exacerbated the conflict between the pressing demand of myriad farmers for medical consumption and the scarcity of basic medical security and public health service, and once posed a fatal threat to the social stability. Therefore, with the perspective of institutional transition, it is necessary for us to rationally cogitate and comprehensively analyze the development of rural medical security system, and to conceive a scientific and feasible scheme for its institutional construction, the process of which is of great practical significance.On the basis of the theory of public goods, market failure, welfare economics and human resource, the paper sums up key factors affecting the rural medical security system through reviewing the zigzag course of the system's development. In the third section of the paper, it is cited that the comparatively efficient systems of rural medical security in some foreign countries, and the successful experience of them is summarized. for example, the comprehensive law frame, government-dominated responsibility...
