| The new rural cooperative medical system(hereinafter referred to as "new rural cooperative medical system")is a medical mutual aid system for rural residents that guarantees rural residents access to basic health services and reduces the risk of poverty due to illness and returning to poverty due to illness.Its vigorous development is related to the life and health level of hundreds of millions of rural residents.However,due to the different levels of economic development across the country and the involvement of multiple stakeholders in the "new rural cooperative medical system",the actual development of the "new rural cooperative medical system" does not meet expectations.Therefore,the government should take the initiative to undertake the responsibility of the development of "new rural cooperative medical system",and establish a "new rural cooperative medical system" with the nature of basic medical security that is compatible with the level of rural economic development and the basic medical needs of rural residents in China.This paper discusses the government responsibility in the implementation of the "new rural cooperative medical system",expounds the research background and significance,reviews the domestic and foreign literature,and briefly describes the research methods and ideas adopted.Combined with social security fairness theory and new public service theory,this paper studies the current situation of government responsibility in the implementation of "new rural cooperative medical system".Selected Guoyang County as the investigation object,analyzed its current situation from the basic information of the investigation object,the satisfaction degree of the government to fulfill the responsibility,the understanding degree of the "new rural cooperative medical system",the reimbursement situation and participation intention,summarized the problems existing in the implementation of the "new rural cooperative medical system" government responsibility.For example,lack of supporting policies,lack of investment in the construction of designated institutions,weak supervision and management,weak policy publicity and other problems,and analyzed the causes of these problems,mainly including lack of motivation for system implementation,low government financial investment,lack of effective supervision mechanism,lack of service awareness and long-term publicity plan.On this basis,from the four aspects of system implementation responsibility,financial input responsibility,supervision and management responsibility and publicity and guidance responsibility that the government should perform in the implementation of the NEW rural cooperative medical system,the paper puts forward suggestions on optimizing the government’s responsibility in the implementation of the new rural cooperative medical system.The government should maintain the stability of the policy and improve the mechanism of participation in financing.In terms of improving the financial input responsibility,the government should improve the compensation mechanism of "new rural cooperative medical system",adjust the financial responsibility of governments at all levels,increase the financial input of the government,and include the medical examination expenses into the reimbursement scope.In terms of strengthening supervision and management responsibility,the government should perfect the regular publicity system,enhance the operational capacity of the agencies,strengthen the supervision of the designated medical institutions,severely crack down on insurance fraud,and improve the supervision of the participating funds.In the aspect of strengthening the responsibility of publicity and guidance,the government should strengthen the service consciousness of the staff and expand the coverage of publicity of the system. |
