Community health service is one of the important part of the constructing for community, and it is with the leading of the government, participation of community, guiding of the healthy organization, and the main body is healthy organization of the basic level, key doctor is important health worker. It is necessary to use the resources and the technique reasonably. Community health service put the health as center, the family as unit, the community as the scope, the requirement as the direction. Women, children, elders, chronic diseases, deformities become the focal point for community health service. And the purpose is to working out a solution about the health problem in community, make people being satisfied to the basic requirement. Community health service can provide prevention, clinic, recovery from illness, healthy education, technique of plan to bear at the same time, and the service is effective, economics, convenient, synthetic, continuous, and so on. It is the most significance to develop the community health service. First, it can supply basic health service, in order to make the people satisfied for the demand of the healthy service, and it is an important insurance to increase the level of the healthy. Second, it is an foundation to reform deeply, and to set up city health service system, which is comfortable to the socialism market's economical system. Last, it is an urgent demand to found the medical insurance system in city. In order to get the message and to master control the present situation of Siping community health service, and to push about the work of the community health, according 'About the decision of the reforming and developing for health'of the State Council, and 'About the opinion of carrying out community health service all over Jilin Provincial'form the office of Jilin Provincial government. We did the investigation of community health service on the establishment of organization, the resent situation, the structure of health staff, etc. in Siping from 12,20,2004 to 3,10,2005. Through the investigation, we can understand the present situation, analyze the problem, summarize experiences, and make the direction true and regularity of the community health service as the safeguard of the urban. This study describe the present situation about community health service of Siping. The city government put focus on this work, and bring it into synthetic building design and socialist culture and ideology and put it as the important part of the economy. City government cost a lots on "continental style house ", sum up to 79. It turned it round about renting houses, resorting houses, lack of area. A guiding center is found by bureau of sanitation public health in charge of standardizing management, supervising, inspecting, examining and verifying, and checking and accepting, and so on. From 1997 to 2002, practicing more than 2 years, there are 75 community health service center (station). Among them, there are 10 have brought into medical insurance system, the percent is 13.3%.There are 232 health workers, the percent of above 3-college is34.05%, and the percent of middle professional title is 31.03% among them. The number of doctors is 126, the percent of it is 54.31%,and there are 93 perfect doctors (the percent is 73.8%) among the health staff. The average is 3.09 health workers in each center or station. The average of area is 68.5 m2. There are 61 center(station)'s houses provided by government, the percent is 81.33%.The percent of suffering losses in busyness is 8.00%. There are 36 center (station) in lack of elemental install .During 2004,city government bring 83,000 on community health service.The average of urban is 0.18 yuan. The income is 6,412,000 yuan, the percent of clinic and medicine is 99.44%,prevention and recovery from illnesss's only is 0.56%.There is a phenomenon that some center(station) are suffering losses in busyness from the income and the outcome. We gained some successes because of the leading of the city government and the striving of the bureau sanitation public health. For example, formingcommunity health service network, insisting on providing synthetic and initiative service, take the consent of the urban. But at the same time, there are some disparities absent, it can be list below, the government should put more attention to the community health service, the method of service demands increasing in order to compete in market, some policy should be fulfilled, the fund for community health service should be use more, the system should be consummated, and so on.
