Administrative level is the key factor of hospitals' reformation and development. Based on the investigation of current situation and quality requirement of administrative teams in the provincial level hospital of ZheJiang province, the model of continuous education and encouraging mechanism are advanced to move forward the specialized and professional hospital administration.1.Objects and Method: Investigated objects are the directors of hospitals, leaders of administrative departments and administrators with middle-level title from 6 typical and provincial level hospitals in Zhejiang province, conducted with questionnaire. Analyze the result with statistical software SPSS11.0 and SAS 8.0. 2.Results and Discussion: The 145 invested includes high-leveladministrators 26, middle-level administrators 78, low-level administrators 41.2.1 From the investigative results, it can be seen that before being administrators most of them graduated from colleges, majoring in clinical medicine and nursing. Only one-tenth of administrators having attended the administrative training before they are on the post of administration means most of administrators are working with ineffective administrative efficacy. Although majority of administrators have attended the training on administration, short-term training and one-third of administrators having more than 6 months training cannot ensure the systematical and effective study on administration, which made administrators fulfill duty by qualifications, experience and order. The existence and development of hospital are at risk. Culturing specialized administrative teams is important.2.2 From the investigative results, it can be seen that high and low level administrators have realized the importance of being on correct political direction. High and middle level administrators have made honesty to be a goal. The desire to keep high social morality shows that administrators have paid more attention to it. High-level administrators are required to be creative. Meanwhile, high-level administrators must have strong concept on policy and legality.Different level administrator has different duty. The pursuit to the knowledge structures reflects that administrators have realized that whatknowledge structures they should possess in order to do their duty.Some abilities are needed by administrators to fulfill their duty. Different desire to the abilities accords with the basic administrative ability theory posed by behaviorist Robert.Carci.2.3 From the investigation, majority of administrators held that the training on administration is very necessary. Training should be carried out to administrators in different level or kind and with different goal. Special training combined with duties may be put into effect. Courses should be offered synthetically, systematically and practically and be characterized by utilization of various skills. Most of administrator preferred short-term training and face-to-face teaching combined with long distance education in part time. The suitable time period is 1-3 months. The teaching methods are lectures, case study and scene imitation.2.4 From the investigation, about one-third administrators are professional medical staff meanwhile. Twenty percent medically and fifty percent nursing graduated administrators chose the same specialty continuous education. One reason is that administrators though they can continue their clinic work when they are not administrators. Another reason is that the independent title of hygiene administration is not set up in our country. Administrators only have clinic title. Therefore, how to keep the stabilization of administrative teams by formulating systems is a problem to be solved.2.5 From the investigation, majority of administrators knew something about professional administration in hospital, which means the tendency of Professional administration has been approved. They though the medical specialists can't devote themselves to the hospital administration due to the limited time and energy. The main measure of conducting the specialized and professional administration is that administrators must attend systematical training on administration before they are appointed. The construction of professional team must be thought highly of in choosing the administrators. Whether the administrators have been trained on administration should be a key factor before they are chosen or appointed. The existed main problem of test mechanism of hospital administrators is lack of scientific and effective testing ways.3.Conclusion: The administrative teams in the provincial level hospitals of Zhejiang province have long distance to go on the road of professional administration; The administrators know the importance of professional administration and required qualities; The main measure of conducting the specialized and professional administration is systematical training on administration; The administrators are willing to accept systematical training on administration; professional administrative teams exist on the basis of sound systems.4.Suggestions: Establish a specialized team of hospital administration by training on administration; strengthen various systems to promote the...
