Research On The Tianjin Emergency Medical Aid System Of PPHA

With change of people's life manner, deterioration of environment, relapse of infectious disease, and generation of war and terror accidents, paroxysm of public health accident (PPHA) often happen in the whole world. SARS which happened in the whole world in 2003 alarms us. It's a very meaningful thing to build an emergency medical aid system to deal with PPHA. This system can effectually prevent PPHA and control PPHA in time. It can ensure public's health and life. It can retain the normal social order. In our country, this kind of system has not been established, so studing how to establish it is very necessary. In this article, we just discuss how to build the system in TianJin.In this research, we use the SWOT way to analyse the resource of TianJin's medical aid. We absorb the experience and teachings of SARS, refer to the other country 's advancing organization style in the medical aid system, and apply the "public management theory" and "crisis management theory" in the field of public management. Through the angle of government function, we offer many suggestions on how to establish the emergency medical aid system of PPHA. We have designed the system's organization construction and different practice way according to different kind of PPHA.What we have done in this research is just to help building TianJin's emergency medical aid of PPHA.
