Along with the development of constant urban medical reform, the competition among the hospitals will become more intense. The outpatient and emergency service functions as a window to community, and work quality appears to be closely related to the whole competitive power of a hospital. To adapt the medical insurance reform and medical system reform in the hospital, it is essential to seek a suitable mode for establishment of emergency department, and make rational, feasible and advanced quality control standards as well as methods. Enterprise BPR (Business Process Reengineering ) is a new measure to the structure and system reform of enterprise management, which appears to be useful for us to investigate the administration of emergency procedures in the hospital. On the basis of advanced BPR, we can well manage the emergency procedure, promote the real-time control of emergency process, and improve emergency care quality.Emergency care process reengineering is a real-time control mode for emergency administration and an important part of whole hospital medical control, it is based on the collective information of emergency care and treatment, including a comprehensive way of prospective control, on-the-spot control, and feedback control during medical quality management. Application of the real-time control mode, we preliminarily investigated this new method for medical quality control in emergency care and treatment.In the present study, we applied serial methods, such as processing analysis, continue quality improvement and cybernetics, to investigate the situation of emergency process. Then, the key aspects, major points of quality control, and factors related to emergency care quality were defined by analyzed the situation. On the basis of above data, we reorganized the emergency admission processthrough readjustment and coordination according to the theory of systematic business process reengineering. We defined the main goals of emergency care processreengineering, which were focusing our efforts on patients, shortening the consulting time, giving standardized service, and improving the medical efficiency, etc. Theses measures were used in emergency department of 304th hospital, satisfactory results had achieved through analysis of various parameters, showing an increase in emergency admission cases, remarkable decrease in whole consulting time, prolongation of average care time for patients, and reduction of average waiting time during emergency care.It should be emphasized that real-time control of emergency care quality must accord with processing analysis, constant quality improved theory and cybernetics. For the purpose of establishment and improvement of quality standard, it could be realized by use of computer statistical analysis and cybernetics. It is very important to carry out these measures with the help of real-time analysis of emergency data via computer processing. With the preliminary application of emergency care processreengineering in real-time quality control, it is necessary to further investigate such new method so as to improve scientific, advanced and feasible aspects of real-time control for medical quality, which providing the evident basis for extensive application in future.The new idea of this study was applied the enterprise BPR in development of emergency care processreengineering, it revealed the evident basis for improvement of scientific and advanced aspects of real-time quality control in hospital, which might be useful for other related parts in hospital management. On the basis of on-the-spot inspection combined with computer analysis, we reorganized the emergency admission process through readjustment and coordination according to the theory of systematic BPR. This study developed a new method for real-time medical quality control in emergency department, and put forward a comprehensive evaluation model for emergency care capabilities,including emergency admission cases, average cost, mean consulting time, mean essential consulting time, and medical income.
