Along with the development of society, the increase of population, the improvement of economy and the increase of demands of people's health protection, strengthening continually medical quality management has become the urgent need to adapt to the increasingly fierce competition in the health care market. Recently years, hospital process management gradually becomes the emphasis of the hospital management, and the focus of the hospital administrators. The competition between hospitals exists in the quality of medical services, security, efficiency and cost-competitiveness. Attention has been focused on the entire health care process control and quality management process is the breakthrough. The Ministry of Health in March ,2005 introduced the Hospital Management Evaluation Guide (Trial), which stressed that hospital management evaluation's aims consists of the following: Give hospital administrators a guide of proper views of achievements; through managing the process, coordinate all kinds of resources effectively to ensure the constant modernization of hospital management. Therefore, it is the focus of hospitals that manpower, space, equipment and other medical resources are not wasted under the condition that the requirements of patients have been met.Due to obscure division of labor caused by years of planned economy system in medical institutions, patients get treatment mainly in large hospitals. Some of them lag behind ideas and management, and get used to "disease-oriented" thought instead of "people-oriented", which has led to a fact that patients in the hospital experienced many links in a long time. For example, in emergency departments there is "three long, one short" (registration, waiting for examination and treatment, require a lot of time while treatment time is short). The patient can not be checked or operated in time, which has caused the extension of the hospitalization. All of these have not only affected the efficiency, but also made the patients suffer physically and mentally, and their financial burden heavier and heavier. Obviously, these are the fundamental impact on the quality of hospitals and clinics, as well as the crux of the problem of getting treatment.The potential work flow bottlenecks and existing problems are the key factors influencing the quality in surgical departments, the key link in general hospital. Sluggish processes and low efficiency departments have brought direct impact on the patient's interests and the overall benefits of the hospital. Since the beginning of reform and opening up, the situation of gaining difficultly medical care and hospitalization has been greatly improved. However, there exists a phenomenon that some patients wait for hospitalization and operation. This will lead to another fact that patients prefer another hospital and non-technical transfer arises from the not-timely treatment due to tension of beds. Although seeming simply, these problems can cause the potential loss of patients and the dropping of benefits.Taking advantage of control theory and queuing theory are carried out with the help of the theory of BPR and the achievements of re-integration study, systematic research in the (preoperative) care process of the surgical patients. The research is divided into three parts.Partâ… : Research on surgical patients' satisfaction with the status quo of the care process. Taking all surgical departments in one certain 3rd level hospital as examples survey were carried out among 127 elective surgery patients of restoration period. From the patient satisfaction, the status quo of care process is described to accumulate the basic information for the system reform of medical care and the quality improving. At the same time, the theoretical foundation is provided for hospital process management.
