Background and objective:After nearly 30 years of development, the Z Institute of Clinical Medicine (ICM for short) makes a great contribution to the development of hospital in many ways including basic medical research, but it also exposed some problems in the long-term development. Recent years, the domestic and international medical research has developed rapidly and the model of medical research has transformed. In this environment, ICM’s development is restricted by their problems and a comprehensive reform is urgently needed. This paper makes three major problems, unclear strategic positioning, poor management, unsound performance management, as the breakthrough point, introduce the Principal Investigator and the construction of strategic performance management system, provide solutions for the reform of the ICM.Method:This paper is a qualitative study. (1) Investigation and research on the management system of scientific research of four institutes in Beijing, as a supplement to current research, at the same time provide a reference for follow-up research.(2) Use collective interviews and questionnaire survey for ICM internal research, comprehensive understanding the ICM’s problem and the reform suggestions of ICM staff, to provide support for the research of strategic planning. (3) Use the form of experts forum to make the development strategy of the ICM in the next ten years, to guide the ICM strategic performance management system, after the formation of the draft, using the form of experts again to amendment and demonstration.Result:(1) Through this paper’s research, formed four research reports. The basic conditions of the laboratory management, research project management, research management and performance assessment, made a comprehensive introduction from these four aspects of the scientific research management system, summarized reference for the reform of ICM. (2) Through internal research, SWOT analysis and expert discussion, forming a strategic development plan for the next ten years of ICM. (3) Through focus group discussions and expert forum, established the the management of ICM PI,strategic performance evaluation system which based on the PI, including ICM strategy map, PI team strategy map and balanced score card, personal balanced score card and evaluation for PI, researchers, technicians, scientific secretary.Conclusion:PI is the trend of domestic institutions management, strategic performance management is the latest achievements of the development of the theory of performance management, it can help the organization clear the strategic, and combine strategy implementation with organizational performance, the introduction of these two kinds of management mode can effectively solve the existing problem of the ICM. However, this research only discussed the theoretical stage, whether there be proved remains to be tested by practice.
