Since the reform and opening up,medical and health services have developed rapidly and the number of medical institutions has soared,but it is still difficult to meet the needs of the people for medical services.Medical institutions should pay attention to the improvement of quality while increasing the quantity,and scientific management is an important way to improve the quality of medical service.Performance management is one of the most important management contents of the enterprise.Strategic performance management has attracted the attention and attention of people in the business and management circles because of the long-term development of the company.Taking Y city rehabilitation hospital,a comprehensive private hospital in Y city,as the research object,this paper studies the establishment and implementation of strategic performance management system based on balanced scorecard based on enterprise strategy.The performance management method originally adopted by Y City Rehabilitation Hospital is the comprehensive goal management responsibility system.The main problems include: there is a contradiction between the long-term strategy of the company and the short-term interests of the department,light future development,and heavy salary rewards;There are many types of awards and it is difficult to assess them;Pay attention to economic benefits and ignore social benefits;Logistic personnel and leaders did not participate in the performance evaluation system,there is a phenomenon of eating rice and so on.In order to solve these problems,the author analyzes the existing problems in the performance management of Y City Rehabilitation Hospital through field research,in-depth interviews,and access to data,combines theory with practice,and puts forward a scientific and reasonable strategic performance plan.We will eliminate invalid indicators,optimize the strategic performance counseling mechanism,carry out fair and reasonable strategic performance evaluation,and implement a series of strategic performance management optimization recommendations such as the application of scient-based performance results.In order to ensure the deep development of strategic performance management and the effective implementation of optimization measures,the paper also analyzes the relationship between strategic performance and enterprise stakeholders,and puts forward the guarantee measures for the smooth implementation of strategic performance management.
