Analysis On The Current Situation And Adjustment Of TCM Medical Service Project And Price

Research Objective:To study the additions and amendments of price project and it’s pricing, Adjustments of Chinese medicine medical service in different periods of all provinces in our country. Understand the current Chinese medical service price project specifications and price level status in our country. Through the analysis the development of Chinese medical service prices projects in pilot hospitals. Find and summarize existing problems. Provide a reference for the promotion of traditional Chinese medical services price reform, making price adjustment policies as well as to promote a new specification of Chinese medical service price project launch.Research Methods:Collecting historical data, adopt the method of sampling survey to identify 50 pilot hospitals, analyzing data of Chinese medicine services and price level by EXCEL, studying prices and services related factors and the differences among different areas of project price and services by SPSS20.0.Research Results:(1) Projects:① There were a total of 97 projects of the national specification in 2001, after the revisement, the number increased to 124 in 2007. Around the provinces that are carrying out original specification projects, the number of project in Hunan province, Xinjiang and Yunnan province are the least, only 97, Hubei, Jilin, Liaoning, Shandong, Jiangsu, Gansu and Guangdong province has been carrying out all of the original specification projects; five provinces and cities have implemented new specification of 2012, Anhui supplemented a maximum of 67 projects, Shanghai is the least 1 item;② In Jiangsu province, Liaoning province, Zhejiang province, Heilongjiang province, Shanxi province and Chongqing city, there have frequently supplemented and revised Chinese medicine services, most supplemented four times, amended four times; the speed of following up original specification projects of 2007 in countries around the inconsistent response, supplemented and revised project are different, the fastest is Liaoning province (2007), the fastest to complete is in Shandong province, Hunan province and Chongqing city (2008).(2) Price:There are 50 projects adjustment; the most is in Shanghai, a total of 24 items, the least is in Liaoning province and Inner Mongolia, only 1 item; most projects whose price were adjusted is fractures treatment of traditional Chinese medicine, reaching a total of 16 items; Pricing difference most limited in 100 yuan, the highest is 437 yuan, the cheapest is 80 yuan, and the price of reduced projects were almost under the average price; In all kinds of projects, the highest percentage increase effective massage therapy class project, by 61.6%, followed by fractures and anorectal class projects. The price gap between projects is 510 yuan of anorectal class projects, the mean differences between acupuncture class project discrete degree is the largest, which is 167%; Elaboration.to the same project, the price in different provinces is large; New price of massage class project general higher than the old standard price, but is not associated with the degree of difficulty and risk, but strongly correlated to the time consuming, rank correlation coefficient is 0.943. First of all, relevant departments should step by step according to the project services.At the same time, to make up the low distinction of the traditional Chinese medicine medical services prices. Secondly, according to the current service level of the development of the medical across the country, focus on training the projects of which the clinical curative effect is good, but quantity of service is few;projects whose price standard are low or lack of standard should be carried on the science of cost calculation and establish reasonable price as soon as possible;prjects which are not included in the health care project should be further negotiated with health care department to strive the project brought into the scope of coverage.In addition, we should speed up to promote medical institutions to strengthen the construction of informatization, improve the medical services price adjustment mechanism of traditional Chinese medicine, establish the national medical service system of traditional Chinese medicine monitoring network, lucubrate the development of traditional Chinese medicine service project assignment research of technology difficulty and risk degree and promote the formation of effective Chinese medicine mechanism of the medical service system to monitor for a long time; Establishing TCM service price monitoring platform, advancing with The Times of adjustment of traditional Chinese medicine medical service price, matching the price level in line with the level of economic development, shrink the price level among different areas and make the price reasonable to narrow difference, avoid pricing repetition, lack of charge standard, and reduce the gap of price with western medicine that has approximate treatment effect, focus on improving project price that reflects the characteristics of traditional Chinese medicine technical value and medical personnel medical service, reflect problems in time when carrying out the TCM service projects.
