The Research On The Capacity Of The Emergency Evacuation

The Emergency contain the Incident that is not predictable and have large scope of influence, in this paper it mainly include flood, earthquake, natural disasters, accidents, terrorist attacks and so on. After the emergency happened, the traffic management is asked to grasp the traffic condition in the first real-time and the road users pay more attention to the safety and stability of the road.At present, the evaluation index and system of the daily traffic cannot meet the emergency situations when road users and traffic management require a set of effective emergency evacuation strategy that provides guidance for traffic management, and decision support.In the situations of Emergency the index based on road emergency capability is proposed. In this article five indices are selected include speed, the occupancy of time and space, the reliability of travel time and the reliability of free-flowing. According to the method of the comprehensive index calculation, the principal component analysis is used, five indicators reduce to two-dimensional and comprehensive evaluation value is calculated by the principal component 1 and 2 via a linear combination defined the traffic emergency evacuation and pass capacity. As emergency general index, the traffic emergency evacuation and pass capacity can be released to passengers, driver and traffic management department in daily life and is being gradually accepted and to be used tobe decision support when the emergency occur.
