Facing the challenge of urbanization and motorization, Chinese cities are in danger of following the pattern of "urban sprawl" in developed counties if actions are not taken immediately. Many scholars are aware of this situation and believe that Transit-Oriented Development (TOD) is one of the ways to change it. However, due to the late start, there is still no localized definition for this issue. Moreover, the lack of research on planning process and key issues leads to poor operability. This paper attempt to establish a planning process of TOD that is suitable for Chinese cities based on the fruitful achievements gained by many scholars.Firstly, based on analysis of the interaction mechanism among mobility, accessibility and develop direction, the paper analyses the relationship between land use and transportation. It discusses the urban expansion mode and the transportation mode for it in Chinese cities, drawing the conclusion that the coordinated development of urban transportation and land use is the key and that TOD is a powerful measure to carry it out. Then, based on citing the related theories and practice abroad, the paper introduces a series of principles on TOD to help with better comprehension on TOD.Secondly, after clarifying the necessity of TOD in Chinese cities, the paper discusses its specific background and conditions using SWOTs Analysis and therefore gives a TOD definition suitable for Chinese cities.Thirdly, in order to increase the feasibility of TOD planning, this paper designs a transportation planning process based on TOD conception. Moreover, it discusses the key issues in details qualitively and quantitively. for example, to construct a feeder bus system on mesoscopic district and a human scale exchange system on microscopic design. Furthermore, it establishes a TOD planning model for the regulation of mixed land use around transit stop and sets up an index system of TOD that is suitable for China by the means of analytic hierarchy process to systematically evaluate the potential success of TOD. The paper shows how to guide the integration of transportation system and urban land use in each phase of the planning process, which is to some extent significant to make TOD real in Chinese cities.Finally, the paper gives both successful examples and existing problems, and then put forwards to some feasible strategies and suggestion.
