Water is the origin of life, a material basis for human existence and social economy growth, a sort of unsubstitutive and rare resource, and a principal safeguard for the sustainable development. However, with the rapid economy progress, water shortage has become one of the main factors that restrain regional economy development. The effective way to solve this problem is to reallocate water resources optimally, and study on such reallocation plays a vital role in promoting the sustainable development of regional society, economy and environment.Based on the present condition of Yancheng city, the paper analyzes the characteristic of water resources, present situation of water supply and demand, and the problem faced by the sustainable development of water resources; elaborates the necessity of strengthening studies on the optimal allocation of water resources and the significance of water use for entironment (or ecoenvironment) conservation in regional economy development.In view of sustainable development, the paper offers a wholesale prediction of water demand in different year at the following four aspects of living, industry, agriculture and ecological environment. This paper gives a special discussion of eco-environmental water requirement of Yancheng city. It mainly analyses the feature of eco-environmental water requirement and discusses the calculating content functions. On the basis of all these above and making use of the existing calculating methods and correlation information, the paper finally provides a preliminary calculation of eco-environmental water requirement of Yancheng.On the basis of analysis and investigation focusing on the utilization of water resources development on the current situation, water system components and translation relations among the elements in Yancheng,and from the aspect of water balance, the paper establishes a dynamic simulation model of water resources in Yancheng city. With water statistics of the selected typical years, the dynamic simulation of water system is carried out. Adopting multi-simulation project such as depressing minimum water level, improving the tiptop water lever and so on, the paper makes a number of water balance analysis of the four regional water planning level to collect the monthly water shortage and abandonment. Finally the paper confirms the factors such as capacity of plain water reservoir and complex factors. By contrast, it can determine the best program of distribution of water resources and project scheduling system operating rules.
