Water is the spring of life. And the water resources is an unsubstituted resource by which human exists and society develops. With the incessant population increase, the social and economic rapid development, and the ecological environment improvement, water shortage is becoming a constraint factor in the development of the region, the world and even the global. Interbasin water transfers is an effective manner that can settle the uneven distribution of regional water resources to achieve the district-optimal allocation of water resources.In this paper, the research area is the South-to-North Water Transfer Project's east line Dongping Lake-Jinan city (for short Jiping Channel), the water resources simulation and optimal allocation in the inter-basin diversion system are studied.The history of the inter-basin diversion of water resources is discussed, and then the content and features of the inter-basin diversion of water resources system are depicted. The research area is also analyzed. Then, the frame and composition of Jinan City's water resources system is analyzed. On the basis of analyzing study area, the basin information is extracted from the data elevation model, based on the information. A distributed water resources simulation model is developed. The calibration and validation of the parameters are also studied by the SCE-UA algorithm. Then, the model is applied for water resources simulation to the Dawenhe basin, and the simulation results proves the rationality and reliability of the simulation model. For the water resources optimal allocation, on the basis of analyzing water demand prediction method and its affect factors, the application of artificial neural network method and the indicator analyzing method in water demand prediction was discussed. Furthermore, in accordance with the objective and principles of optimal allocation of water resources, the model of water resources optimal allocation is established, in which multi-water supply is considered. According to the Lagrange dual theory andthe large-scale system decomposition-coordination theory, an optimal method is designed. In the end, the regional water resources were optimally allocated by using the established model. The results analysis proves the rationality of the water resources optimal allocation model and the optimal method.
