The water is the essential and important resources that supports humanity's development, breeds and maintains the Earth's complete life. Now the world, along with the unceasing population growth and the economic development, the water resources demand increases unceasingly. At the same time, as a result of the unreasonable using, the shortage of water resources is intensifying day by day. How to exploit and utilize water resources reasonably, and allocate them scientifically on the basis of the existing circumstance of water resources and the strategical demand of social and economic development, has become an emergent problem should be solved.According to the actual situation of Lian Yungang urban district in Jiangsu Province, this paper thoroughly discusses the water demand prediction methods, the optimal allocation model and the decision support system. Several aspect contents are included in this paper as following:(1) On the basis of the analysis of water demand prediction's factors and it's classifies, this paper introduces the commonly used methods of water demand prediction in detail, and studies the application of artificial neural networks method in water demand prediction;furthermore, the demand water in the year of 2010 and 2020 in the Lian Yungang urban district has being predicted using the ration method, the regression analysis method and the artificial neural networks method, and the predicted results have being analysised.(2) According to the large-scale system optimal theory, the multi-objectives optimal technology and their applications in the water resources optimal allocation, and to the analysis of implication, characteristic, composition and level structure of water resources system, the reasonable feasible optimal allocation mathematical model has established in view of the region water resources allocation question.(3) Taking the water resources optimal allocation theory as foundation, taking the water resources decision-making question as center and taking the decision-making assists as objective, the design thought and principle of waterresources optimal allocation decision support system (WRDSS) has being proposed. This distributed WRDSS is constructed in the C/S and B/S unified system structure based on the network.(4) According to the analysis of water resources actuality and main existent questions in the Lian Yungang urban district, the water resources system has being simplified, and the optimal allocation model parameters has being anaiysised and determined;furthermore, the model has being solved, and the results confirmed the feasibility of the model and its solution method.
